RFL Community Club Update - 15th October 2021


An update from the RFL for the Community Game, including Our League Active Memberships.

Good afternoon

Touchline Environments / Behaviours

Poor touchline behaviours and environments was referenced throughout the Whole Game Review published late 2019 as a key factor in why players and volunteers left the game. Examples of poor behaviour, including match official abuse, is prevalent not only among players but also coaches, Game Day Managers and spectators including parents. The issue of poor behaviours and environments has intensified following the return to play following the Covid enforced lockdown’s.  Whilst such behaviours only involve a minority there is a clear need for immediate action and culture change to ensure everyone who participates in rugby league can do so in a safe welcoming environment.

To this end we will be holding a meeting with match official societies, Leagues, Clubs and Coaches on Saturday 6th November at Rochdale Mayfield ARLFC 10am until 2pm.

Law Changes for 2022

The RFL Board, after consultation with the Laws Committee, have approved the return of scrums in the 2022 season.     They have also amended the ball steal rule where a ball can only be stripped from the attacking player in a one-on-one tackle.

These changes do not come into effect until the 2022 competition starts

Our League Active

The document explains what Our League Active is, how it will work and why it is coming into effect and should hopefully answer all questions you have regarding Our League Active.


We are pleased to announce that the first award under the RL Community Fund was made earlier this week with the successful applicant club receiving £10,000. Those clubs who have yet to receive an invitation to apply will do so shortly. If those clubs who are already working through the application forms have any queries, then please contact us via the usual email address Community.Funding@rfl.co.uk

Women’s Super League Grand Final

It was great to see so many of our community clubs represented in the 4235 attendances at Headingley on Sunday. The record-breaking attendance and coverage live on Sky is testament to how much the women and girls game has grown since 2016. We have already received a significant amount of interest from potential new teams ahead of the 2022 season and if this is something you are considering then please contact david.raybould@rfl.uk.com who will be able to guide you.


Another bumper crowd is expected at the NCL Grand Finals this weekend.  The games are available to watch for free on Our League.

England Community Lions

All clubs are invited to nominate players for the Rugby League European Championship 2022, which will be held in Italy in September 2022.  Players who club’s think have the ability and desire to make the step up from club level and represent the England Community Lions U19’s in 2022.  This is open to players playing rugby league born between 01/01/03 & 31/12/04.

We will be holding development days in Cumbria, Lancashire & Yorkshire and from these days selecting players to participate in our Origin games in February 2022.

The England Community Lions recently returned from a successful trip to Dublin where the U20’s beat their Irish counterparts and the U23’s comfortably beat an Irish Clubs Select side. Thanks to all the community clubs whose players, coaches and volunteers continue to drive the programme.
